Changes for version 1.09 - 2022-09-22

  • add `version` command
  • add `env` command
  • add -f option ($ENV{PERLSHELL_FEATURE}) to specify Perl `use feature :xxx`
  • add -V option for output of initialization commands
  • add $ENV{PERLSHELL_PERLDOC} to specify `perldoc` command
  • update order so command line options override .plshrc commands
  • add current directory .plshrc file option
