apt-cpan - installs CPAN modules from Debian repository if possible
Installs module and it's (recursive) dependencies from Debian repository if available, if not then fallback to CPAN shell....

dh-make-pm - build Debian packages (dh-make-perl on pbuilder+cowdancer steroids)
dh-make-pm is basically recursive dh-make-perl that will build the deb package from CPAN distribution and all it's dependencies properly indexing and creating repository....

dpkg-scanpmpackages - creates PerlPackages index from .deb files
Finds all Packages.bz2 and for all *.deb files listed there indexes the Perl modules files *.pm creating PerlPackages.bz2 file in the same folder....
