=head1 DESCRIPTION

Image::Filter is a perl module that can apply image filters. This module
implements an oilify algorithm. It uses the gd lib from Thomas 
Boutell. This filter handles true color images. This is quite a processor intensive algorithm.
Don't overuse this one ;) Seed is used as second parameter. Anything from 4 upwards will generate noticeable effects. Seed is limited at 10.
