To build/use Audio::Taglib on Windows, here are the steps, courtesy of

NOTICE! At the time of this writing (12/26/2013), Taglib v1.9 has not
been released, However you can use current source at the
official Taglib repository: https://github.com/taglib/taglib
To build/install Taglib for use with Audio-Taglib, The following
are needed:
1. Strawberry Perl (Others untested, no desire to use others personally)
2. CMake (v2.6 or greater)
They work out of the box if they get added to the Path environment
variable during installation.
Download and extract the Taglib sources. (requires v1.9 or greater)
I personally would never recommend downloading Taglib binaries!
1. There is no OFFICIAL source.
2. Compiler Author and Version incompatibility issues.
The commands to build Taglib:
#cd <to extracted Taglib source location>
#cmake <needs various options SEE EXAMPLE BELOW>
#gmake
#gmake install
**** EXAMPLE CMAKE commandline to build a Taglib Shared Library:
** Must be one line with whitespace between each option, Wrapped here
for readability.
** Don't miss the spaced period on the end.
#cmake -G "MinGW Makefiles" -DENABLE_STATIC=OFF -DCMAKE_BUILD_TYPE=Release
-DBUILD_EXAMPLES=ON
-DCMAKE_INSTALL_PREFIX=C:/Libraries/Taglib
-DZLIB_INCLUDE_DIR=C:/Strawberry/c/include
-DZLIB_LIBRARY=C:/Strawberry/c/lib/libzlib.a
-DCMAKE_MAKE_PROGRAM=C:/Strawberry/c/bin/gmake.exe
-DCMAKE_CXX_COMPILER=C:/Strawberry/c/bin/g++.exe .
DON'T MISS ^^
**** -DCMAKE_INSTALL_PREFIX=C:/Libraries/Taglib
** USER PREFERENCE, Must be set according to users preference!
** The CMAKE Default is "C:/Program files/Taglib".
** Regardless, The location MUST be in the Path environment variable!
** Spaces in the path will cause you pain sooner or later, best without.
**** ZLIB is not REQUIRED for a Shared Library build, however it does not
hurt for it to be there, it'll be ignored, it is REQUIRED for a
Static build.
**** To build a Taglib Static Library make the following CMAKE
commandline changes:
-DENABLE_STATIC=ON
-DBUILD_EXAMPLES=OFF
That's it for Taglib ...
The CPAN Installation of Audio-Taglib should work
at this point for a Shared Taglib installation.
To use Static Taglib libraries one must build manually.
To build Audio-Taglib-1.62 or greater manually ...
Download and Extract Audio-Taglib.
The commands to build Audio-Taglib linked to a Shared Taglib library are:
#cd <to extracted Audio-Taglib location>
#Makefile.PL
#dmake
#dmake install
To build Audio-Taglib linked to a Static Taglib library change the above
Makefile.PL line to include -DTAGLIB_STATIC like so:
#Makefile.PL -DTAGLIB_STATIC
