* Add a way to specify plugin parameters using the command line.

* Add a way to append/remove plugins using the command line.

* Add a plugin to skip tests that are long/known-to-fail/etc.

* Add a plugin to display the blurbs of the failing tests in each test
script (not just the numbers).
