blank. The purpose of this is to allow people to add their own additions
with out touching the default config.

Both templates are rendered and then 'cssInclude' joined after 'css'.

It is outputted to $outputDir.'/toader.css' .

The variables below are passed to it when rendering the template.

    c - This is the L<Config::Tiny> object holding the Toader config.
    toader - This is the Toader object.
