Changes for version 0.04 - 2016-02-24

Switched to Dist::Zilla, which fixed the lack of META.* files, and other CPAN conventions.
Fixed various pod issues
Made testsuite at least test loading of DIME::Tools
Changed format of this file to follow CPAN::Changes::Spec

To install DIME::Tools, copy and paste the appropriate command in to your terminal.
