Changes for version 0.20141105

In October, rules of mobile number portability in Japan has been changed. Each number of Mobiles (cellular) phones and PHS phones can be exchanged portably and seamlessly. Therefore, Number::Phone::JP::Table::Mobile and Number::Phone::JP::Table::Phs use same validation table and return same results on given same numbers. It was noticed, and patched by Kazuma Shiraiwa.
Update some table classes.
