Changes for version 0.14 - 2015-04-17

Added the has_permission_for() method, after discussion with ISHIGAKI, following GH#9.

To install PAUSE::Permissions, copy and paste the appropriate command in to your terminal.

cpanm PAUSE::Permissions

install PAUSE::Permissions
