rt 86943: add/expand POD about \N and \x{XX} notation
rt 88437: add troubleshooting POD about comparing bytes of unicode and utf-8 bytes strings

non-collation related unicode/utf-8 bytes string-type-agnostic utils that work as far back as perl 5.6

To install String::UnicodeUTF8, copy and paste the appropriate command in to your terminal.

cpanm String::UnicodeUTF8

perl -MCPAN -e shell
install String::UnicodeUTF8
