Removed the MinimumPerl plugin. It scans all sorts of non-perl files (like html) and comes up with bogus minimum versions because of that.

Creates a .mailmap to populate Contributors in docs

Checks the branch on non-TRIAL releases

Sets up default license and copyright holder

Creates default tidyall.ini, perltidyrc, and perlcriticrc files if they don't yet exist
