fixed formatting of quoted Build.PL by marking a verbatim section, rather than simply indenting by 4 columns
remove the noisy "Congratulations!" in Makefile.PL when the installation environment is properly configured

cpanm Dist::Zilla::Plugin::MakeMaker::Fallback
