Changes for version 0.03

Changes to the Makefile.PL for more automation and for clarity. This should not effect installation or usage, but should clarify things for authors.
Fixed various typos in the pod documentation

Why write this?

A commandline utility that builds local-lib helper scripts

Make it easy to run code against a local-lib

To install App::local::lib::helper, copy and paste the appropriate command in to your terminal.

cpanm App::local::lib::helper

perl -MCPAN -e shell
install App::local::lib::helper
