[dist] Bump prereq version Perinci::Sub::Normalize to 0.17, Perinci::Sub::PropertyUtil to 0.11 (incompatible change due to schema for Rinci function now in Sah::Schema::rinci::function_meta instead of Sah::Schema::Rinci.

Specify command-line-related attributes in argument specification

To install Perinci::Sub::Property::arg::cmdline, copy and paste the appropriate command in to your terminal.

cpanm Perinci::Sub::Property::arg::cmdline

perl -MCPAN -e shell
install Perinci::Sub::Property::arg::cmdline
