FIXES
- Removed code and docs mentioning HARNESS_IGNORE_EXITCODE, which is not used anywhere.
ENHANCEMENTS
- If we have hi-res timings, then they're shown in integer milliseconds, rather than fractional seconds.
- Added the --perl switch to prove.
