Changes for version 0.09 - 2012-09-19

Refactoring to improve speed (GH#2) (thanks, DOLMEN!):
- Move @CHARS as a constant out of the sub
- Avoid generating hex only to parse it just after
- Modern usage of Exporter
- Use is_deeply in tests + more tests
Add a proper Changes file

URL shortening algorithm

To install Algorithm::URL::Shorten, copy and paste the appropriate command in to your terminal.

cpanm Algorithm::URL::Shorten

perl -MCPAN -e shell
install Algorithm::URL::Shorten
