Babble::Encode - Encoding wrapper for Babble

SYNOPSIS

 use Babble::Encode;
 ...
 $encoded = to_utf8 ($string);
 ...

DESCRIPTION

This module provides a wrapper around either Encode or Text::Iconv, whichever is installed on ones computer, to convert an arbitrary string to UTF-8.

METHODS

to_utf8

Converts its only argument to UTF-8.
