History revision for DiCoP-Base

This document details the complete changes from v3.01 onwards.

2008-04-15 (Base v3.05)

        prerequisites and tests adapated
        in case of an error, files are re-hashed (instead of simple failing
        with the same old error message again)
        Cache.pm no longer warns under newer BigInts

2006-06-14 (Base v3.04)

        Dicop::Item::new() disallows now invalid IDs like: 0, '', undef, -1
        add POD tests to MANIFEST
        fix Makefile.PL (and META.yml) for AUTHOR and ABSTRACT
