Added a minimum_perl configuration option. If set, then the test will be skipped on Perl versions that don't meet this requirement. This is useful if you have tidyall plugins that require a certain version of Perl.

Adds a tidyall test to your distro

To install Dist::Zilla::Plugin::Test::TidyAll, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::Test::TidyAll

perl -MCPAN -e shell
install Dist::Zilla::Plugin::Test::TidyAll
