Changes
- Add directive CHECK_JIRA_DISABLE to SVN::Hooks::CheckJira to disable all CHECK_JIRA directives.
- Make hooks execute in the order they are defined. Previously, the execution order was unspecified. (Change kindly contributed by DC. Thanks!)
