Split _build_cached_index() into two separate private methods, one for getting the info from MetaCPAN, and the other for building the cached index.

To install CPAN::Releases::Latest, copy and paste the appropriate command in to your terminal.

cpanm CPAN::Releases::Latest

perl -MCPAN -e shell
install CPAN::Releases::Latest
