Changes for version 1.71 - 2017-01-13

  • [dist] Bump prereq versions Test::Perinci::CmdLine=1.47 & Perinci::CmdLine::Util::Config=1.71 (to force upgrade of Config::IOD::Reader to 0.31, to get implicit path encoding).
  • [Bugfix] Add _ prefix to default env name if program starts with digit (so: 2plural -> _2PLURAL_OPT).
