[test] Use overload.pm instead of base.pm when testing for core module, because base.pm is dual-life.

Only allow a list of modules to be locateable/loadable

Disallow a list of modules from being locateable/loadable

Allow/disallow loading modules

To install lib::filter, copy and paste the appropriate command in to your terminal.

cpanm lib::filter

perl -MCPAN -e shell
install lib::filter
