Changes for version 0.03

If there is a Cargo.toml file in the ffi project directory, use cargo to build and test the project.
The old method of populating ffi and libtest with rust files (not widely used) will be deprecated and removed at the end of the year.

Build Perl extensions in Rust with FFI

To install FFI::Platypus::Lang::Rust, copy and paste the appropriate command in to your terminal.

cpanm FFI::Platypus::Lang::Rust

perl -MCPAN -e shell
install FFI::Platypus::Lang::Rust
