Changes for version 1.08

This change affects building CtCmd on AIX platforms only. Changes to IBM Rational ClearCase versions 7.0.x and 7.1.x require updating the LDDLFLAGS so that CtCmd can be built using /usr/bin/perl on AIX 6.x
