Adds a quick-update comments portlet for the user summary and the rights ModifyUserComments and SeeUserComments

in lib/RTx/QuickUpdateUserComments.pm

To install RTx::QuickUpdateUserComments, copy and paste the appropriate command in to your terminal.

cpanm RTx::QuickUpdateUserComments

perl -MCPAN -e shell
install RTx::QuickUpdateUserComments
