Cv::Pango draw a variety of characters by using Pango. Replace Cv::Arr::PutText() itself.

Can use CV_8UC4 and CV_8UC1 only.
This package uses the object of Pango :: FontDescription. So put cvGetTextSize() for this namespace.
Please tell me if you know how patch better.
